Patterns of Campaign Finance in Pennsylvania's 1982 Legislative Election

This paper analyzes sources of contributions to virtually all candidates for Pennsylvania legislative office in 1982 who reported raising or spending more than $250 any six reporting periods. Contributions totaling nearly $7,750,000 were examined. Almost half came amounts greater $250. About 20% from $50 less individuals: an equal proportion individuals giving between and Political Action Committee received special scrutiny. 27% money raised PACs, split evenly Republicans Democrats. But PAC heavily favored incumbents by a three one margin. In sharp contrast political party contributions, PACs gave almost as much assured victory even unopposed those close races. Labor about professional but outspent two business PACs. Overall, accounted 37% incumbents' receipts, suggesting their role is U.S. Congressional elections.
